Depends on which part of Troup Street you're talking about, east or west side of Ford Street? East side, closer to the river, is in the Corn Hill neighborhood which is nice. The further west you go, the more I'd be cautious, it's not the worst neighborhood in the city but it is closer to some rougher areas.
Troup Street is mostly residential. Not the best but certainly not the worst in the city. Ford Street kind of splits it up. The East side of Ford Street is a little nicer in my opinion. The Troup Street park sometimes attracts some undesirables. I've only driven down Troup street during the day so I don't know how it is at night. Seemed pretty quite during the day though. If you're looking at buying/renting a place I would recommend driving/walking down the street multiple times during the day on weekdays and weekends.
