I'm not saying those are the things to use to evaluate a place. They are just the ones I use.
What about you? What things do you take into account to evaluate a neighborhood?

You are referring to the area from Kodak all the way north to Driving Park? if so, yes it is the ghetto, the area around Ravine/ Fulton is pretty bad although last time I saw the area, there were new homes going up on fulton between Phelps and Emerson. Still lots of druggies and prostitutes around though. I don't see that area getting better anytime soon. On the other hand, the area on lake Ave north of Driving Park, like aroud Genessee Pk is pretty nice all the way north to the lake for the most part. Nice mixture of larger and smaller older homes and it is kind of scenic up there.

Does it have a name that can be found on a map? Is it, for instance, "south X", or "north X", or "western X"? Does it start in the inner loop (e.g., the area 2 blocks north of the Hyatt hotel, around St. Paul and United Way, did not seem that appealing), or would you say it starts more towards the area outside the inner loop?

I agree with sweetclimber, Lyell/Otis is the rough area I think they were talking about when you first leave downtown, but as you get north of Driving Park into the actual Maplewood neighborood, especially around Seneca Parkway and Flower City Park, it's really not bad. It is sad that home values there aren't what they should be because of the pollution from Kodak Park, but the area isn't really bad for crime and, again with the exception of Kodak, most everything will fairly well kept (a lot more owner occupied houses in the area of the city). Obviously once you get into the Charlotte neighborhood it's pretty much all very nice(though that wasn't the case a while ago)

This is where I lived as a small child and where my aunt and Grandparents were forced to move from because of crime. We still know some people trying to leave the area and cannot sell their house... they left because there were prostitutes haning out in the bus stop at the end of their street, fights on the corner, drugs, some really run down homes that were frequented by a variety of sketchy characters... was it drugs/prostitution? That was never understood... but they put their house up and left about 13 years ago... My other grandmother lived across Dewey from them and their home is a disaster now... they sold it at the right time and the street is really scary to drive down now....

MY ex grew up in Greece his whole life, and said the schools are scary. His mother also works in the school system of Greece and has been assaulted at different times by students over her 15+ years there. If we ever had children, we would never let our children attend them. I on the other hand grew up in random parts of the City. The Park Avenue areas are very nice and safe. Pittsford is very nice too, but too pricey for some people. I personally like the Hilton, Palmyra, Newark, and Lyons for the more country like locations. My friends and family with younger (age 3-12) children desperately LoVe the Brighton area for living and schooling. As for me growing up... my mother sent my siblings and I to only magnet city schools. "School of the Arts," "School without Walls," and "Wilson High School." I'm not sure how they are now, but they were very diverse in cultures in the late 1990's and early 2000's.
Well... heh, they were diverse yes, but students did want to stay within their own "type" as well.
Taxes/Gas/car insurance are higher then the states below it as everyone has said... but buying a single family house in a nice area for 100k-150k is unheard of in Maryland. lol! 150k could buy you a tiny condo in the ghetto if your lucky. A nice house in a nice area is more likely 350k to 600k in MD. ^_^

help with moving to rochester ny
I am looking at a house
Remington St. Rochester , Ny. Can anyone tell me what that area is like? I have pictures of it, just want to know whether it is worth going to look at it in person? Thanks so much. Want a place with a safe family feel, a place that is good to raise a 4 year old, with activities, libraries, for a young family. Thanks so much for your help.

Wish I had better news...but Remington Street is smack dab in the middle of the roughest neighborhood in the city of Rochester. The Crescent, 14621...whatever you call it; it is definitely not a "safe, family friendly neighborhood" by any stretch of the imagination. There are many safe family friendly neighborhoods throughout Rochester and especially in the surrounding suburbs; but Remington Street DEFINITELY isn't one of them.

Probably not worth going to look at.
There is a library a block away on Joseph, but the neighborhood does not meet any of your other requirements.
