So is it just the segregation that makes it racist?

the list was for MSA's, not cities. And the list only included large MSAs (43 to be exact).

Rochester is not anymore racist than anywhere else. I lived in the Rochester suburbs, with a few minority families nearby. They liked it and were treated like anyone else.
I attended a high school with the Urban-Suburban program. The white kids and the minority kids got along fine, interacted with each other and there wasn't a single racial issue there in 4 years.

I dont have to trash Rochester, the locals do a great job of throwing feces on themselves.
One of my best friends was one of the first in the urban suburban program.
Many suburbanites fought against the program even though it involved very few inner city kids. Having lived there for many years, and comparing it to the other places Ive lived, its the most racist metro area Ive lived.
Most intelligent Blacks/Hispanics flee once they acquire their degree.
The kids are not the problem, its the adults and older people who apply severe discrimination in the job markets. It wasnt the kids who fled the city when a few Blacks from the south came there to work.

White people fled the cities everywhere in the country. It's not unique to Rochester.
You can keep thinking this area is very racist, it's purely your opinion and nothing more.

Its the opinion of tens of thousands of Blacks and Hispanics as well, I certainly didnt create these conditions, I simply state the truth as observed.
Denial is a big reason nothing much changes, its like a disease.

I can understand to a certain degree why white folks dont want to deal with the blacks in the city. I am black and barely deal with them myself. Very few i will deal with and they have to be on my level. First of all, let me say that it isn't any comparison between the blacks up north and the blacks down south. Down south we are respectful, have manners, kind to others and eager to lend a hand and this goes for the white southerners also. Up north the blacks are loud, ignorant, their children have no manners, have no respect for themselves or others. I can not wait to hightail it back down south, i dont know how much more i can take, i hate rochester. Whites are just as bad up here, except for they are sneaky with their behavior, smile in your face, stab you in the back. To me, it is racism between everyone up here, blacks are ignorant, whites are racist, latinos think they are better than everyone with their lazy, no education, baby breeding selves. I hate this place....................period.

I think you are generalizing too much, to be honest. There are plenty of Black people in Rochester that are nice, that work hard, go to church and get a good education, among other positive things. Actually, my sister lives in the area and her family is doing fine, living in the Western suburbs. So, you have to put things into perspective.

I find that people who make sweeping generalizations are uneducated and much of the time have severe personal faults so as a defense mechanism they sometimes fall back on blanket statements to make them feel better about themselves.
On a weekly basis I work in some of the worst parts of Rochester and the majority of the people are respectful decent people no matter what the race. Even teens. Driving past East high on multiple occasions, I let kids cross the street and they thanked me. Most people are nice as long as you don't have some sort of fault that will cause others to be rude to you.

racism exists everywhere if that is what you are looking for in people.
With every racists and mean person, there is 100 good people to out weigh that mean person. There is lots of good in this world to outweight the evil.
we told our relatives to pick rochester, ny because we wanted them to blend in. we didn't want them to go to a place where there is already alots of visible miniority. we just wanted them to blend in with everyone else, and not pity themselves or feel like they are lacking. we want them to thrive and not have any excuses!
we love rochester,ny. i don't think its any different than any city that we have visited.
those who use the race card, use it as an excuse for bad behaviour.
we are all created equal! no one is superior or better than the other.
if in your lifetime you have come across bad racists people, its ok, move past it, there are good non-racists people waiting for you to meet.
life is how you make it.
cheers

OK I think the OP was looking for information on Brighton, Pittsford and Penfield....I would like to get back to that if we could....
I think we have gone off topic enough and if anyone would like to start a new thread that would be great but why don't we try and get back on topic from here on out?
Brighton, Pittsford, Penfield? Any takers?
