where in rochester can you apply for these documents:
-ssn
-non driver licence
-where can they buy a pay as you go phone
-internet cafes

can you please give the names of all the governments offices where they can get these documents.
my relatives are moving to brighton, rochester, ny

For the State Photo ID card (which is what I think you refer to as "non driver license) they would have to go to the Henrietta DMV, or the mobile office in Highland Park (only on Wednesdays). They can actually go anywhere, and I've found that the Irondequoit office is much more helpful when you are coming from out of state and the documents you present may not be exactly what the DMV normally requires. They have always used good judgement and worked out alternative (and still legally valid) ways of proving previous residence, car ownership, etc.

The Social Security Number (SSN) is issued by the Social Security Administration. The link below takes you to their section on SS numbers and cards:

To find the local office nearest to you, click on the "Local office" section in the link above.

Also, you never mentioned what type of visa your relatives will have. Check the "Non Citizens" section in the link above to see if that information applies to their situation. The SSN for non-citizens is issued if required (and supported) by an employer, a school (in the case of international students), or similar institution. For tax-reporting purposes, a non-citizen can use a Tax ID number instead (issued by the IRS).

I know a number of international students (on F-1 and J-1 visas) who are issued an SSN with a letter of support from their schools, but their spouses cannot get a similar number unless justified (e.g., if they engage in authorized employment). Those spouses have lots of problems when they want to get a cell phone, sign a lease, open a bank account, etc.

International students' spouses are here legally, but they are limited as to what they can do without an SSN. I always wonder how illegal immigrants deal with those things. Sometimes you hear about illegal immigrants who have been living in the country for 20 or 30 years and they have a business (which involves bank accounts, credit, business permits, etc.), have a drivers license, etc. But the legal spouses of international students can't have all that (not easily, that is).
