Hes saying that the bad neighborhoods have cheaper homes. Like I said, I wouldn't buy a house under $70k. The housing values do go up, just not as much as what alot of other areas would expect. There are a couple homes around me that are ~$100k, so with a some of the improvements that I am making and after maybe ten years or so, I think I will make some money on the house.

Its a medium sized northeastern city but we are talking about the general area, not just the city.

They go up very very slowly. Ive made over 300% on my home that I purchased in a vibrant metro ares in 1996. My fathers home in Brighton hasnt even come close and he purchased it in 1972.
Supply and demand. No one is flocking to Rochester NY in large numbers.

I would consider Lockport small. Rochester even has suburbs. I would consider Rochester a medium city. I would consider a city like Seattle to be large. NYC a supercity.

Over 1000000 is a large city
Medium city 500K - 999999
Under 500K is a small city.
Rochester is significantly smaller than the many US cities in the 500K and up class.

no, its medium. If you take a look at publications and lists for crime, schools, populations, etc; Rochester is placed in the medium city category.
