The city isn't split into wards anymore. I'm not sure where the old 9th Ward would have been, but I am pretty sure it wouldn't come up in a current real estate listing. Some of the city's neighborhoods are still referred to as wards, such as the 19th Ward, which is probably what you saw in the paper. The 19th Ward is an area in the southwest of the city, bounded by Plymouth and Genesee St to the east, the river and the canal to the south and southwest and West Ave and the tracks to the north and northwest.
As to what's so good about it: until recently, the general consensus was "nothing." Now, people are starting to see its assets: proximity to the river, Genesee Valley Park and UofR's Campus. In fact, you probably saw it in the classifieds because many UofR students seek housing there. There is new University housing at the foot of Brooks Ave and more UofR students then ever are living in the 19th Ward.
