Best bet in the US is probably to avoid the actual coasts and check around the Great Lakes and Great Salt Lake. You might find something there close to what you want while still being affordable and not overrun with tourists

I wanted coastal and affordable and also a place with saltwater access from my back yard. I didn't want cold weather so I searched for towns on the Intercoastal Waterway from VA to FL. I visted a number of towns some mentioned on this thread. Finally ended up in Punta Gorda FL. It has a small but vibrant down town that I can bike to. It's a harbor town where most people boat and/or fish. You can get to the Gulf of Mexico in about 45 minutes by boat.
