Where there are manly men, caring neighbors, and just wonderful

Never read the series, but there are thousands of small towns that fit the caring neighbors, community spirit, and even manly men.

It is a fictional town from a book.

But, it is also a name of a real river in UT, AZ and NV.

There are just as many big city neighborhoods with the same spirit. Nothing specific to small towns. Good people (and bad people) are all over.

Never said there wasn't, but I stayed on topic and answered for small towns because that is what the OP was asking about.
