Yes. We live on a quiet little country road with a total of seven houses, about a mile long, hardly any traffic, and there is garbage everywhere. I'd love to know who uses this road as a cut through/drive by dumping ground.

It's going to be in the 70s this weekend so we're going to do a road cleanup project.

It's a systemic thing (culture, economics, education, level of societal development...). Cannot be fixed.
