I will suggest Clarion, PA it meets your criteria and here is a link to the school Clarion Home plus you have a small town a couple miles away called Strattanville that is a nice place to live and it is one of the nicest places to live with alot of blue collar workers, it is a short drive to Cook's Forest and Allegheny National Forest and some nice biking trails that go for miles and good shopping or you can head to Pittsburgh which is a lil over an hour away and you can consider and you consider this college as well Northpointe - Indiana University of Pennsylvania Indiana Univerity campus in Freeport, PA in Armstrong county but close enough to Pittsburgh to do a shopping trip or do whatever you want to do since western PA is a great place to do outdoor activities.

I'm sure the population is more than 2500, but I thought Northfield, Minnesota was gorgeous when my daughter checked out two highly rated colleges (St. Olaf and Carleton) there. I imagine its a little snowy between November and April.
