I thinking you are between a rock and a hard place with this one. The oder from cig smoke gets into the carpet, drapes, furnature, and most everything else. You could scrub and clean for days without getting everything. About the only thing I can think of would be to get a high quality Ozone-Ionizer Air Purifier. However that might not work in your case as it could trigger asthma problems if not properly set. Furthermore as long as there is a chain smoker next door the problem will keep coming back. As to the other problem it sounds like a rodent of some type. I would check places like the cabinet under the sink and behind the stove to see if there are droppings. If you find much you have a rodent problem.
