I grew up in a town of 14,000, lived in Boston for three years, Orange County CA for eight years, for the last 11 years have lived in a town of 2000, and moving to a city of 40,000 next month. I would consider 65,000 to be "big" and something like NYC to be a "metropolis." I wouldn't consider a place that has chain stores, restaurants with regular hours, a business district, a hospital or university, etc to be a "small town" even though statistically it might be. I think a small town feel has more to do with the amenities available than anything else.

As for me, I've done my time in semi-rural living and I'm ready to move on. There are some great things about living in a small town, but for me the negatives outweigh the benefits. Pizza delivery FTW!

Around Chicago a suburb is considered insignificant if under 50,000. In LA they probably up the ante to 100,000.
