a below-average cost of living. I know I won't get everything I want, but I'd love to live in a town that is actually on the coast, not inland at all. Does such a small town exist??

No, you have to pay for the amenities.
I assure you if you found such a place there would be few jobs there. It's nice to live in a pretty spot but finding work is another story.

There's some relatively cheap places on the coast but they won't fit your other desires...

There is a little place, close to Branford CT - around the Thimble Islands...not so sure it is terribly expensive; other consideration perhaps is East Haven/and West Haven --most of Branford would be out, I believe.

Our little town of Beaufort NC comes in at 95% of the average cost of living of other locations..moderate weather? Pretty much, but it does get pretty steamy for three months in the summer. Mild winters, rarely snows, pretty Springs and Falls. All in all, a nice little package.

Oh and I forgot to add, Beaufort's located in the Southern Outer Banks, not very far from Cape Lookout National Seashore. It's a very bike-able town--flat as a pancake and little traffic on the back roads...we got rid of one car since we moved here but gained several bikes...

There's absolutely nothing in CT, shoreline or inland, that would meet the criteria of "average" cost of living, let alone "below-average".
