We lived in Sacramento for 10 years (East Sac, Curtis Park, and midtown) and loved all of those locations. Beautiful trees, cute architecture, nice parks, easy commute if you work downtown, and friendly neighbors. They are not cookie cutter suburbs, which we loved.

This is a no-brainer. Either Folsom, El Dorado Hills or Granite Bay.

Folsom is good, and affordable. Suburbia though.

Roseville is a nice town, not too far from Folsom, I would probably pick Roseville, Folsom / Granite Bay seems to desolate , less shopping areas.

Folsom reminds me of Grass Valley, more like an old mining town.

and I would add most of the north side of American River, between FairOaks Blvd and Ancil Hoffman Park

I wonder what decision the OP made in 2010 or 2014 (Last Activity: 01-13-2014). She decided to skip Sacramento and was looking at Tampa in 2014.

I would agree that if you can afford to do so, live as close to your job as possible. But not across the street!
Another thought....given the days of layoffs, and offshoring jobs, it might be wise to live in a central location or your favorite neighborhood.

Exactly, it is, at least as far as the the soil, it's awful.

When you say the soil is awful could you be more specific? Because when someone says that soil is bad like an old mining town, what goes through my mind is that you are having problems with say industrial pollutants like mercury poisoning and I am assuming that is not the case here. What I am assuming that you are probably complaining about something much more benign, but annoying like say too much clay in the soil.

My soil is very rocky. I'm not near the water, but at the lower level of a hill in upper Broadstone near Folsom Lake College. I'm sure the older neighborhoods in Folsom have better soil; more years of soil improvement.

Pretty much need a pick or dynamite to dig a hole to plant. On my 2nd round of landscaping (some was done by the previous owner), a lot of junk rock was removed. I've had drainage worked on twice, and there is still some minor flooding during the recent storms, but I remember one of my regular guys saying that he never wanted to dig in my backyard again. He broke a couple of picks, and a few sprinklers.

I was looking on the soil survey maps of Sac County, but since there are no roads, it's kind a hard to figure out where my house is on the map. It looks like most of Folsom is soil type E, yet I could not find a map key.

I'm somewhere in grid 5 from this site Soil Type Maps

And I also see the potential of soil type D, maybe C.

It's probable that the soil described on pg. 30 (urban land and nearly level to steep soil on hills and filled areas) is what I'm dealing with, plus the rocks. The doc goes into great detail.
