Pre Smogger on Non OP (how much, buying, DMV)

thinking about buying a 1974 El Camino, it has been on Non Op since 94, guy says he has kept it current, if he hasn't how much $ am i looking at to register it? and if he has, what am i looking at for reg? and if its been out since 1994, is there any chance its fallen out of the system? and if it has, what am i looking at there? really like the truck but cant afford to spend a crapload of cash to get it re registered.
