But there are places along the American River that have rather nice views, and if you go to El Dorado Hills or anywhere around Folsom Lake you can get nice views there, too. Or around Lake Natomas. But this would mean paying more for rent or purchase of an apt/home.

I would think twice about moving to Anatolia. Research toxicity, Aerojet, Rancho Cordova (where Anatolia is). It is a subdivision that sits out on a desert-like, deserted plain with nothingness stretching around for miles. Then you come upon Anatolia - stuck out by itself with huge MacMansions, each maybe 4 feet apart from one another on postage-stamp sized lots. Read about the ground water.
But, the housing there is very cheap, as you might imagine.
The only thing that is very cheap is the quality of posts by some contributors who are misinformed. Anatolia derives its water from outside of the area and I am not planning on drilling a well anytime soon in my backyard (a good thing too since according to this post I coudn't fit a well next to my swimming pool on my postage stamp lot, oh well). The surrounding area adjacent to Anatolia is representative of Sacramento in general. Tall grasses and flat or gently rolling terrain reminiscent of the midwest more than one would think of a California city. For views a high rise condo in downtown or a home in the higher elevations of El Dorado Hills might suffice.

You could always install a 100ft mast with a webcam on top of it and connect it to a big screen TV and pretend it is a window.

I left the Sac area years ago, but don't recall ever having a view to speak of except from one apartment along Howe Avenue that backed up against the American River bikeway/trail. Recently, we considered buying a second home out in Rancho Murieta, and that's even more in the middle of nothing. Only views from places we looked at were of nearby trees or a golf course. That's Sac County for ya. We stayed at the Hyatt downtown and had a nice view of Capitol Park, and some apartments in the area have similar views.
