I think building a house it is considered disturbing it. They have to dig for pipes and water lines. We backed out of new house in ED after we researched it more. We didn't want to risk it with our kids.

I also don't think it's a secure market in ED. It seems they are having their fair share of issues now. I doubt you will find any more lotteries.

I was looking at American River Canyon and Folsom Lake area last weekend. There could be no problem with the asbestos. Is that right?

I haven't read about any asbestos problem in those areas, for what that's worth.

The dangers from asbestos (naturally occurring, that is) are greatly exaggerated. Living in the foothills poses other threats that you should be more concerned about, if you're going to worry about something. You're more likely to get bitten by a rattlesnake and die than you are to die from naturally occurring asbestos. Also, while I imagine is statistically less likely, I've never known anyone killed by naturally occurring asbestos, I did know somebody (though not well) who was killed by a mountain lion in these parts. Still, the asbestos risk is there, so I won't say your fears are completely unsubstantiated.

Asbestos is also a fairly avoidable risk. There are maps of the regions that contain the rocks that have asbestos like this one for placer county.

As Donna mentioned, if it's undisturbed it's OK. Plus, not all areas of the foothills have asbestos.

When someone is in escrow they are provided with a Natural Hazard Disclosure Report. Property ID is one of the largest companies that do these reports. There are veins of asbestos throughout the foothills of California. Property ID has the maps. They will specifically state whether the home you are buying is in an area of naturally occurring asbestos.

If not,...yeah. But even it it was, what it would mean is you wouldn't dynamite into your backyard to put in a pool. You wouldn't rip the soil to put in a vineyard unless you had a water truck nearby so the dust doesn't go beyond the area you're working.

99% of the people that are concerned don't live here. And rare for people who do live here, to move away for that reason once they've settled here.

It's quite a lovely area and I've raised 5 children here.

Pretty much, it is blown way out of proportion by everyone. As long as you are not eating dirt on a daily basis I wouldn't worry about it. Folsom and EDH are very nice palces to live.
