cities are based on murders per 100k. I think Sac and San Francisco were around 7 or 7 murders per 100k. Higher then the national average which is 1 in 35k. So San Francisco and Sacramento are a little over double the National average (Nat av includes small towns that have 0 murders). That's pretty good for a large city. even the friendly Canadian cities have higher numbers. Oakland, Detroit, Southside LA, Trenton NJ and so on are your worst nightmares. I think they're nearly 10x the murder rate as Sac and SF. But Im going by some census stat. It may have changed since I read it.

Everyone is wealthy and happy in Sacramento. For example, counter help at Burger King make 6 figures in Sacramento. Each resident owns a home with a pool. Cars are new. All of this is great but, sadly, in some parts of the state, parts outside of Sacramento, economic divisions between residents can exist. One of the reasons for this is, apparently, that most goods and services which are free in Sacramento tend to cost money outside of Sacramento. Also, outside of Sacramento, people with similar economic resources tend to live in similarly appraised areas. Perhaps this is what you are asking about in your question. Thankfully, as noted above, I can assure you these kinds of issues don't apply in Sacramento.

Of the Cities with a population over 100K, Sacramento was ranked 335th out of 385 cities where data was available, with a score 125.60 significantly higher than the national average. Roseville came in at 101st with a score of -28.17 The negative scores means it was below the national average. Elk Grove came in at 105th with a score of -26.08 (again below average) . Other cities in the area like Folsom, Davis, Rancho Cordova, Rocklin and Citrus Heights didn't show up on the list because they don't have a population yet over a 100K.

Sacramento did significantly worse than San Francisco, Los Angeles, Fresno, but it did out perform both Stockton and Oakland. The source for this data was FBI crime stats. 2008 is the most recent data available.

Sacramento, like any other city, has good areas and bad areas. I don't think Sacramento is particularly ghetto.

I live in South Sac and from my experience, you can't hang out at the wrong times or the wrong block because there is a good chance of being in the middle of gun shots, but there are some ok areas within the county like elk grove, natomas etc, but even in those areas you should be careful.
