I may stay at the La Quita during my visit like to know what this area is like and is it close to shopping/restaurants? Thanks

It's in an industrial area a bit north of downtown. While it is a relatively short walk from Old Sacramento and downtown, and close to both rivers, it's not a very comfortable or safe area at night.

Lots of homeless people begging for money and hassling people.
Not a "nice" place at all.

I've stayed at that La Quinta before; it has a free shuttle to downtown.

If you are visiting on a weekend, you can get incredibly good rates through Priceline bidding for hotels in the expo area, which do most of their business during the week. Just thought I'd mention it since you asked about shopping and restaurants. $30-35 a night for 3-star has worked consistently. Haven't tried during the week but I assume you would have to bid quite a bit higher.

Very industrial area. Detached from the rest of downtown. It's actually part of a larger zone waiting to be redeveloped. So perhaps 30 years from now, or in Sacramento time, 200 years from now, it might be in the middle of a thriving commercial/residential district, it is very isolated as of now and will definitely still be isolated at the time of your birthday visit.

I would suggest something in Midtown, or Downtown or even maybe a boutique type of place in East Sac, if there are any. I wouldn't know as I usually sleep at my house or in my car.
