Is there a map of good and bad neighborhoods? Good neighborhoods are there ones where you shouldn't be worried about walking around at night.

In a way, your price point will naturally handle that. However, if you are trying to get safety value for your buck, it will take creatively moving to the suburbs for the most part.

To research strictly by neighborhoods within a city? I haven't come across one. Try the below link. For example, you can research by zipcode and obtain info that way. Sometimes the website will even separate out districts in a city with a single zip code and give you basic info about crime, demographics, etc within those areas of the city.

This is true. The "good" Sacramento neighborhoods will cost you some money. The very reason suburbs exist is to provide families a cheaper way to have good schools and safe streets.
