I've recently relocated to Sacramento from Ohio. The transition has been beyond rough and meeting people has been even worse. I'm an independent filmmaker and would love to find other filmmakers to work with. If anyone can help me out it would be greatly appreciated.

Sacramento Press / How the Internet is Creating a New Film Industry That's a good starting place for seeing some links to groups, as well as some individuals. You might try to reach out to some of the individuals named or those in the comment section to get their recommendations.
Sorry you've had trouble meeting people. Not sure about the film crowd, but people here are generally pretty open and unpretentious (by California standards anyway), so hopefully your luck will change.

Have you been to any local film festivals yet? Most happen in spring/summer/fall, and about half of them happen at the Crest Theatre:
