Default Condos in West Sac

Does anyone have first-hand experience with, or live in "Regatta at the Rivers" complex by JTS in West Sacramento? This is a new development that was grossly overpriced about a year ago. They are currently discounting condos.
Is this a good investment? Any foreclosures in this are so far? Problems with
quality of construction, HOA fees, crime, traffic access, etc? Thanks.

Overpriced, but steadily dropping. HOA is $400 per month.
