From Craigslist ads, here is some of what you will need to be an elder care assistant in Sacramento:

Minimum of 1 year of verifiable experience with a non-family member
Fluent in spoken and written English
Valid CA Driver License and safe driving record
Valid vehicle registration
Valid car Insurance
Reliable transportation
CPR and First Aid certification
TB test and physical
Able to pass a background check
Proof of ability to work in the United States.

Now that is going to be much, much harder.
I can't imagine anyone, including a private party, hiring someone to work in the home or nursing home without any references.
I would suggest connecting with the local Russian/Slav community & see if they can help you.

Perhaps when you arrive, you can find an organization where you can start out as a volunteer at a non-profit to practice the skills and obtain the references needed for full employment. Again, I am sure the resources mentioned above in this thread can help you. Also when you get here, look at EDD (Employment development department) of the California government. There are job centers all over California that will help you. Employment Development Department
