Perhaps you could inquire with Uber or Lyft. I don't know if they're willing to take you up into the Sierra, but it's worth looking into. I would second semipherical's suggestion about taking the train to Reno or Truckee. Consider hopping on the Amtrak California Zephyr to Reno, which also stops in Truckee. Another option would be to take the Greyhound bus.

If you have an interest in skiing/snowboarding, here's a ski bus that leaves from Sacramento: Ski and snowboard club for adults | Alpine Adventures, Sacramento

If not, Amtrak (CA Zephyr) to Truckee or Reno would work (and would take you through the Donner Pass where you'd see plenty of snow): https://www.amtrak.com/home

Best bet is checking out Amtrak if you don't know anyone that may want to take you. There is also Greyhound.
