There is a Public Hearing @ 5:30 PM on Thursday 9/22, City Hall, 915 I Street, 1st Floor. (This hearing was tabled for further discussion from July, because not enough affected peoples were notified)

Re: "An amendment to the Sacramento City Code to modify the requirements for alcoholic beverage sales for off-premise consumption. Currently alcoholic beverages sales are prohibited in new stores that are 15,000 square feet or less in gross floor area in the Broadway-Stockton Special Planning District area. The proposed amendment could allow alcoholic beverage sales subject to a conditional use permit."

Background: the proposed amendment stemmed from the closing of Louie's restaurant @ Stockton+Broadway, and the proposed leasing of a space to open a 7-Eleven, which has been ongoing for some time. One concern of the surrounding neighborhoods is that a 24/7 Jack in the Box, a Money Mart, plus a 24/7 liquor store (7-Eleven) does not make a good combination for area revitalization.

Implications: Importantly, the lifting of the ban is not limited to this single intersection, but would also allow other 7-Eleven or small 24/7 liquor stores to be created along the *entire* Special Planning District, including much of South Sacramento which is undergoing a current crime wave.


The Broadway-Stockton Special Planning District is a very large area, and includes properties located along the east and west sides of Broadway, from Highway 99 on the west to Martin Luther King Boulevard on the east; along the north and south sides of Broadway, from Martin Luther King Boulevard on the west to Stockton Boulevard on the east; and along the east and west sides of Stockton Boulevard, between 2nd Avenue on the north and 65th Street on the south.

The original ban was instated to clean up the larger dilapidated area, and while true that the small triangle in N. Oak Park by the brewery is appearing to get nicer with more yuppies and hipsters, most would agree that the area at large is not yet ready for the re-introduction of these kinds of stores.

For example, the violent crime rate (check LexisNexis's LexisNexis® Community Crime Map, especially for the area at large, has not receded. In fact, with the construction of the arena, the closing down of "hotels" such as Hotel Marshall and other safehouses for the indigent mentally ill, addicts and sex offenders, downtown gentrification has pushed more crime downward to the surrounding residential areas. Compounding this, I'm sure you've read/heard about how Asians in South Sac are being targeted for crime.

Now, assuming the amendment was approved, the availability of 24/7 alcohol would be added along the entire Broadway+Stockton corridors in the triangles above. What do you get when you pour gasoline on fire?

Hope this reaches some folks in the area as it will invariably affect your quality of life and property value if passed, and if you can show up on 9/22 to show solidarity and help voice your concern, please do so.
