The person who own the house is responsible for that house. The owner should already have that house insured by an insurance company. The owner will need to file an insurance claim.

No the question was who is responsible for starting the fire. So unless the fire was started by the homeowner or the faulty system in the house the home owner may not be responsible or at fault for starting or start of the fire. They are most likely the one who ultimately will be financially responsible for the repairs but that doesn’t mean they are responsible for the fire itself. And considering they rented to S8 tenants they will most likely be footing the repair bill.
