The person who own the house is responsible for that house. The owner should already have that house insured by an insurance company. The owner will need to file an insurance claim.

Responsible for what exactly?

Owner should have homeowners insurance to cover the structure. Hopefully the tenant had renters insurance to cover their belongings.

The homeowner is responsible for the house.

The renter is responsible for their own personal contents.

Depends on who burned down the house.

Who or what started the fire?

Should not matter. In the end, the homeowner is responsible because he/she is the one who can get that house insured and protected by an insurance company.

No the question was who is responsible for starting the fire. So unless the fire was started by the homeowner or the faulty system in the house the home owner may not be responsible or at fault for starting or start of the fire. They are most likely the one who ultimately will be financially responsible for the repairs but that doesn’t mean they are responsible for the fire itself. And considering they rented to S8 tenants they will most likely be footing the repair bill.

Here is what happened to me...

My Section 8 tenant was having a Super Bowl Party and Fish Fry...

I guess the game got interesting and he left the kitchen which erupted into a grease fire.

The Fire Department cut power and the fire pretty much destroyed the kitchen plus smoke and water damage.

I called my insurance agent never a claim in 23 years... Adjuster came out and calculated the damages and cut me a check to get started and as work was done I had to submit invoices for payment.

Tenant wanted my insurance to pay for their loses... honest.

Red Cross provided emergency housing to the displaced family.

My insurance was coming due for renewal and got a letter of non-renewal...

My insurance company began subjugation against my former tenants...

In short my insurance company paid for repairs and lost rent... my insurance company went after tenants for negligence... my insurance company in effect canceled my policy...
