Wife got job offer in Arden-Arcade and we are moving from SoCal. She starts in about a month. Have two kids 1 and 3.5.
We would be looking for 2bdr place condo or apartment to rent, target rate $1500, it can be up to 2k if the place really fits and we like it a lot.
Daycares or preschools are not that critical as at least in the beginning we plan to hire a nanny.
We would like to find something close to parks/playgrounds and shorter commute to work. Like walkable neighborhoods.
What areas you would recommend to look at? What to avoid?

Folsom if you can afford it. Neighborhoods closer to Arden Arcade are hit or miss, some are great but others are awful. If you narrow your search and can give the location of the rentals you are looking at it would be easier to offer advice. None of the suburban parts of Sacramento County are particularly walkable, a lot of the areas don't even have sidewalks Folsom, East Sac and midtown are more walkable.

Check out the College-Glen area and the Campus Commons area around Sac State University. South Land Park, Pocket/Greenhaven, Hollywood Park, Tahoe Park. These are all nice places with parks and playgrounds and lots of families living. Folsom/Rocklin/Roseville are typically thrown out as "family friendly" neighborhoods. But there are plenty of nice neighborhoods in and around Sacramento that would get would be a better commute.

It's a bit farther, but the commute time might be equal - but, think about checking out Davis, CA. It's very walkable, and very bike-friendly, safe, very family-oriented, great schools. The UC Davis campus is really pretty and easily reached by bike or any bus in town (bus system is actually run by the university, and all buses end up there). There are even horse riding lessons at the horse barns on campus. I used to live there. It really is a great little town.

Depending on where the job is in Sacramento, there are express buses from Davis to Sacramento, too, as well as Amtrak trains.
