I can picture it in my mind but does it exist? A smaller town with parks, pretty views, lots of sun, little to no snow, $1k or less for a nice apartment or small house in a safe, quiet area. Am I just dreaming?

Look into the foothill towns like Grass Valley or Nevada City. Not sure of the rents, but they're charming small towns with great scenery and rare snowfall (you have a little elevation there).

That is going to be tough. Try Red Bluff in Tehama county housing is still cheap there. If you go to Padmapper.com you can set your maximum rent and move around the entire state looking for available rentals, it's legit (unlike craigslist) .

1k/month for rent is the problem.
You may be able to find that near downtown Sac or outlying less desirable cities.
Oh, just noticed your title "liberal towns" but again, your budget is the issue.
You may want to contact another user called "NoMoreSnowForMe" i believe....she's checked out quite a few towns with similar qualifications.
