Its time to get professional advice from a lawyer and not listen to scuttlebutt in a discussion board. If you do this wrong, you probably could lose the building. Its pennywise and pound foolish to be seeking answers here.

If you're leaving a dog alone in an apartment all day, you probably shouldn't own a dog. It's just not fair to the animal - especially when it sounds as if the proper training hasn't been done and the dog barks a lot when alone. I feel sorry for your neighbors. As for you, you'd probably be the first one to sue if you were on your balcony and it fell off from age and disrepair, so you should thank your landlord for being proactive.

Maybe the DFEH (Dept of Fair Housing and Employment) could help. Worth a shot. Here's some info:

Department’s Housing Unit at 1-800-233-3212 (within California), 1-520-622-2945 (outside California), or TTY 1-800-700-2320. If a representative determines the matter falls within the Department’s jurisdiction, you will be sent a “Pre-Complaint Questionnaire” which must be filled out and returned to the Housing Unit. An interview will be made for you once the questionnaire is returned. All housing interviews are conducted by telephone. The Consultant will determine if the information presented has the elements such that if proven, would constitute a violation of the Fair Employment and Housing Act (FEHA), the law enforced by DFEH.

I am confused, what makes you think you have any recourse? First, you are lucky your landlord allows pets and I doubt your lease states the dog's home is the balcony or the balcony should be used for storage. Even if the balcony has a small storage closet nothing is making your apartment uninhabitable. that is just plain nuts. I also doubt there is anything that says we will never do anything, including repairing your unit if it will upset your dog.

I admire landlords who care about the property. Most people complain because they can not get things fixed and your are complaining because you are loosing your storage space.

I would like to see you take your story to DFEH. I would guess this is one they haven't heard before.
