Absolutely. Parts of Stockton may as well be in Mexico, literally you cannot tell the difference, Sacramento is no where near that bad in it's worser areas.

Sacramento is pretty descent but it has gotten worst over the years. There are bad parts of the city like everywhere else. Downtown is pretty bad though at night time...

Well its 11:30 at night and I'm looking out of my window. I don't see any hookers or crack dealers on the street. It looks fine to me.

The bubble around UOP is nice but besides that nice areas in Stockton are few and far between. I would say the sketchiest parts of Stockton are worse than the worst part of Sacramento and that Sac has more nice areas than Stockton.

Sacramento has both good and bad areas like most cities. There are a lot of areas I like in Sac. But there are definitely some bad areas.
Lets look at the murder rates for Sacramento, Stockton and also some comparison cities.
2008 homicides within the city limits proper (not the suburbs or county islands) Source is FBI crime data:
Sacramento: (population 467,065) 49 homicides - 10.49 murders per 100,000 residents
Stockton: (population 293,073) 24 homicides - 8.19 murders per 100,000 residents
Long Beach: (population 467,055) 40 homicides - 8.56 murders per 100,000 residents
Fresno: (population 475,723) 40 homicides - 8.4 murders per 100,000 residents
Portland Oregon: (population 553,023) 26 homicides - 4.7 murders per 100,000 residents
Omaha Nebraska: (population 437,238) 44 homicides - 10.06 murders per 100,000 residents

LOL - in response to the OP, I remember my dad used to say the same stuff about Sac when we lived there in the early-mid 90s. Maybe it has a stereotype because some places are lower income or something? Even now apparently rent can be pretty cheap (which is a good thing imo). I never had a problem in over 5 years of living there though, in terms of gangs or crime. Oh sure, there's a few places I wouldn't have wanted to go to at night, but Orangevale/Folsom was pretty safe, even most of the city was, especially for its size.
There were a few tougher kids at my school, but I think that's true whenever you go. Alot of them "acted older" but I think the 90s were like that anyway.
