Default Looking to move back from AZ...where/when to buy?

Hi, I'm looking to relocate back to the area (Folsom/El Dorado Hills/CP) within the next year but I'm flexible on timing. I have been in AZ for work for ~5 years and luckily will be able to transfer back to this area with my company which is located in Folsom. I'll have 2 houses in AZ which will now be rentals since the market is tanking there.

Single, no kids but hopeful that I might in a few years so school district is important. Any recommendations? Key learnings? Is it a good time to start searching for a killer deal for Folsom & east? I've got nothing but time....no rush so if the market is still tanking then fine by me! Easy access to 50 is great....Folsom to Placerville is the areas I'm thinking of.

THANKS!! Really appreciate any advice that can be shared.
