The answer to each of those questions is "It depends where you are."

In the canyons (where the ski resorts are) above Salt Lake - it can snow each and every day for months. It has to to be able to get 500+ inches of snow. But in the Salt Lake Valley? we probably only get 2 or 3 days with significant snowfall (6+ inches) each winter, and only get about 30 inches of snow a year. The roads might stay messy for a couple days after a big snow. There is generally no snow on the roads.

The biggest issue about winters in Utah (especially Salt Lake and Utah Valleys) is a condition known as "inversion." It is exactly what it sounds like - warm air usually rises. When there's an inversion, that normal pattern gets "inverted" and the warm air stays down at the valley floor, while the cold air blows over top the valley.

Sounds nice - warm air in the winter - but it's not. Inversions trap all the pollution that builds up from a million people in the valley. Salt Lake really isn't a very polluted place, but when none of the normal car exhaust/dust/etc can get out of the valley for a few days, it can get very hazy. And if the inversion lasts over a week or so, it gets downright smoggy. And when it lasts two or three weeks - it's literally unhealthy.

Inversions are a part of Salt Lake City winters. The good thing is all you have to do to escape it is drive up to one of the ski areas...
