I don't think the reasons are different, and I believe the "official language" should be fluidly democratic. What is used is it. Go to a Spanish speaking town, deal with it. But English makes you marketable. English and Spanish makes you more marketable. If enough people live here to make a translated road test a desirably safe thing, then make the test. But you should pass the tests in one of those languages.

I still can not fathom why anyone would move to a country without knowing the language spoken in that country. Maybe she can take language lessons so she can broaden her employment opportunities.

I completely agree, but I see a lot of people that move here and refuse to learn the basics. I currently live in Oregon at the moment and we see a lot Spanish speaking immigrants moving up and a lot of them will refuse to learn our language. My original comment was not meant to offend the OP. Moving to another country is probably a big leap, but being able to communicate with others around you outside your family is necessary.
Well my mom and my dead father their whole life dreamed about immigrating to U.S. You think that the only reason for moving is only money? Of course it makes difference, but I believe our main reason of trying to get to U.S. is ideology. Since the Soviet Union a lots of people dreamed about moving to U.S. (because in SU injustice inside the country was even worse than now in Russia), but only few of them was able to keep that dream in their hearts long enough to convert it into actions. I think that's why my mom took huge efforts to move into new country: she moved to Moscow to be closer to U.S. consulate, she sold one house, then another one a month ago. Until the last moment I didn't knew that we will get visas, because we had a lots of problem with documents (a lots of things to restore), and we was so poor that we even wouldn't be able to gather this money for 2 or even more years.

And by the way my sister (who follows my Mom in U.S.) knows English pretty good and I know English, and 5 years old girl knows a little (I did my best to teach her from her birth) - and my Mom learns English already 5 or more years (usually by books, sometimes by visiting English club), and she always keeps learning new words, but she can't speak still (maybe because she is 48 and the only way she can learn it - by being in English-speaking country).

I'm sure among Mexican illegal immigrants there's a lots of 48 years old or older people, who come in U.S. with less money than ours, who also doesn't know language, and I wonder how they survive, it should be way too hard.

We already bought tickets - $1142 until U.S (JFK) and $475 for JetBlue until Utah (SLC)

I suppose first two months my Mom and sister won't have any medical insurance. To me it looks like a problem, because after buying tickets we have only $4000, and I suppose that this quantity of money will not let us afford any medical insurance. I know the only way is finding job faster which at least will cover insurance.

But I have a question about some backup plan. I heard that in Canada medical services is far cheaper, so if somebody of my family members will need treatment without having insurance, maybe there's a way of treating in Canadian hospitals?

Any US hospital HAS to treat an emergency even if you cannot pay. They hav e to get you stabilized and then they can transfer you to a hospital which takes low-inclome people. Fortunately in Utah, we have Intermountain Health Care hospital system, which is a non-profit group formerly owned by the LDS church. They give millions each year in free care to people who can't pay. So in an emergency (really emergency not for a bad cold) go to LDS Hospital or IMC Hospital. You won't die for lack of care! They are also very good about making payment plans if you can pay some each month. However, the church re-settlement office should be able to help you understand the whole system.
