I am doing business with an LDS property manager who owes me money. Will the LDS chruch help me to contact him and will they advise him on meeting his committments. How do I reach his ward or bishop?

I doubt the church would get mixed up in someone's personal business affairs. Your best bet would be to contact him directly and work it out. And no, the church wouldn't help you contact him, as church contact records are to be used for church business only.

The LDS Church will absolutely NOT get involved in this issue in any way shape or form. If your personal efforts to collect have not been successful, then I suggest you hire an attorney.
