I guess I interpreted the wording differently. They're not saying "It sucks here, but it's better than everywhere else!", they are implying that SAWS is one of the best-managed water system in Texas.

Tomato tomotto. It's just a bad choice, IMO, when companies (or anyone who's pimping for more money out of your wallet) to say these types of things. Why the hell does it matter what they're doing or paying in Concord, NH, or Lexington, KY? I don't live there.
