Taking from one segment and giving to another only encourages folks to stop trying to better themselves, which in and of itself smacks of a hidden agenda to continue to deprive those with less by taking away their rewards for hard work.

That is a gross generalization and I for one am highly offended and I would like you to open your mind and heart and judge only on a person by person and case by case basis. Please do not make sweeping generalizations.

Billions in Urban renewal has been spent since the 60's. They have actually gievn billion to just this since then besaides cities giving tax breaks. bascially if it was poosible to do it ;some investors would do it is reality.
