Pedi ENT since you asked for a doc. We used Dr. Moe and love him and his bedside manner.

Is the tongue-tie stopping your baby from eating correctly? My 20 month old son has tongue-tie and I have been told by 5 different doctors (in the UK and in the US, including an oral surgeon) not to do anything unless a) it stops him from eating right and b) it interferes with his speech development. A lot of children grow out of it as they get bigger basically and it may be an unnecessary procedure.

If it is affecting your baby's ability to feed correctly your pedi should be able to diagnose it and will be able to recommend who to see.

I second Dr. Hodge-King. She did the procedure on my son when he was 8 days old and it went smoothly.

From your link, OP:
There is still controversy regarding when frenotomy is indicated, but it seems reasonable that physicians caring for newborns all be skilled in performing this simple procedure.
It seems to be an easy "snip". Anesthesia is not necessary. The only risk is excessive bleeding. Normally, there is only a drop of blood or less.
