I just happened to be in that area AND on the same south-north turn on 1604 South @ Culebra. I saw other cars making the shortcut where the shoulder is already worn out from previous violators including cops and TxDoT. TxDoT couldn't care less if some underutilized policeman has the time to stake out the area and snag a few motorists for this petty violation. In the eyes of TxDoT the taxpayer is always the idiot.
In the mid-eighties, state police and city cops were taking turns nailing motorists for crossing the median or divider after being choked off on loop 410 northbound after the Marbach road exit during rush hour. Loop 410 at the time was being expanded from two lanes to three lanes and the logjam existed for miles up to and past the Ingram road area.
One way to look at all of the lack of traffic development from the eyes of TxDoT is simply equated to someone who has a network of hamster tube cages. You can reroute or block access to the hamsters on many of the established tubed routes and they will accommodate a new path to avoid the new snares.
TxDoT is doing the same with the populace. When they see that a quick fix to a traffic problem isn't working, their response is something like "Yeah, the mice didn't like that fix so we came up with something else." TxDot is treating your lives like pests and there's nothing any of you have done or will do to stop it.
By the way, the Culebra & 1604 mess that you see will be exactly way Potranco looks like in less than 5 years. In ten years they will recommend a double-decked freeway over Culebra, just like Bandera. If you look at the past, you can easily see what's ahead.
And this is all supposed to be good for who exactly?

So my question is WHY would they pull all of you over that drive on the shoulder to around the mess? Because i have to turn left at the 151 light and it took forever today because all of you who usually by pass the mess were right there with me. Hmm gotta love txdot.
