Question Voting in Texas, or trying to

Why is it so difficult to vote here? I have been here almost 2 years and cannot believe it every time an election rolls around. In CA (believe it or not, they have this right) anybody can request a mail-in ballot. They also send you a booklet, ahead of time, to tell you what issues are on the ballot. This item is very helpful so one can study the issues and the candidates. Here all I have encountered is long lines, and only confusing joint English-and-Spanish instructions that are all on the same page. Are they trying to get people to be apathetic? Because I'm not waiting in those lines. Today, I saw a thing in the newspaper mentioning "early voting" but didn't tell me a thing about it. Just some locations where I could do so. But with what?! I have NO information on the issues. They didn't even list a website, I did search for that myself but came up w/ not very much info. Am I missing something or is it difficult here?
