Boiling this down to the (unproven theory) of the mayor angling for future position seems a bit of a conspiracy theory.

Julian wants Pre-K to be HIS baby and now that Obama wants it to go national, who better to run that?? Hopefully the rest of America will halt it and stop the taking from working taxpayers to do the parenting of slackers. The "It Takes a Village" baloney needs to stop.

It was a local solution to work around the defunding of education at the state level.

To claim Castro pre-planned all this from the get go in oder to secure a better job is a bit too much.

Would hate to see what other conspiracy theories some believe in.
