Nope, sorry. I tried various combinations of search terms for 5 minutes and came up empty. I've seen multiple references to E-N street sales being protected by the courts in the newspaper over the years, but I can't find anything about it online. I do know that there was a city ordinance banning it that was overturned by the court. IIRC the decision was based on the First Amendment, which was why the case was Federal.

Next thing you know, there will be little kids peddling Chiklits and candied apples on the street corners.
The whole paper vendor/beggar scene on street corners has to stop.....looks trashy and is dangerous.

They already selling candied apples here. In Mexico they sell gum.

Can't we pressure the E-N to stop the paper being sold on the street? Do they care about the city or just their profits?

Are these local kids?
I don't mean to imply anything. But kids selling chilled drinks/snacks/knick knacks at busy junctions are common in central American countries I've been to. Some would clean your windscreen for a quarter or 2.
I find them a safety hazard. I hope someone looks into this.

^^^ I'm sure they are locals because when I lived on Mesa, AZ they would do this all the time for fundraisers.
