Don't blame the engineers. Those roads were built long before there was the population density that required anything more. They are perfectly suited to the small population that once existed in those areas.

No way could they have (or should they have) planned for the population growth in that area. Residents would have been up in arms if they'd built real freeways there 10+ years ago (and as recently as 10 years ago it was pretty isolated out there)

Developers need to be required to invest in infrastructure outside their subdivisions if they put in any new subdivisions.
