A spokesman for the Bexar County Sheriff's Office said the man and a friend were drinking on the balcony when the victim crawled over the balcony rail, then slipped and fell.
Give it a week and the family will lawyer-up and claim the apartment complex was at fault because the balcony railings weren't high enough and they didn't have signs on the railings warning people not to climb over them.

Someone HAS to pay.
