Default Research on street names

I'm not sure how streets receive their names initially I think it has to be by ordinance. I would love to find out about Turner St. off of S. Alamo. My Grandfather, William E. Turner had a tire shop right in that area in the early 30's and I would interested to see if it was connected to him in any way. Any way to research this. Thanks

How about calling the local history dept of the Central Library? That might be a good start.
