Can't find any news about this location.

"In other development news, Baxter said the former Frost Bank building that sits abandoned along the I-35 frontage road is going to be torn down.
A developer plans to build two restaurants and what Baxter called “a high-end hotel” on the property.
“We're excited, and we're working on finalizing that venture,” the mayor said. “They are going to knock (the Frost building) down, replat it, and put three businesses in there.
On this side of Walzem, we are able to keep 100 percent of the sales tax revenue.”

any fast food place can be called a restaurant

Does Windcrest P.D. even have the manpower to supervise the first week of opening?

Businesses usually hire off-duty LEOs to handle crowd control on their property during events (like grand openings) that bring in a much larger than normal number of customers. The police department might get involved if traffic overloaded the public streets around the business.
