By what set of measurable standards do we judge the effectiveness of the program?

The "War on Poverty" celebrated? its 50th anniversary this week. We have more illiteracy, fewer intact families and more people on government aid programs than ever.

What did we get with the Billions spent in these programs?

The eastern part of the city used to have a lot of manufacturing jobs. We all know how the good paying manufacturing jobs left the U.S. Since then, the City of San Antonio hasn't put much effort into bringing new jobs to this area. The south side got Toyota and the far northwest side gets most of the call centers. The east side got the AT&T Center with a bunch of minimum wage jobs from Argus. Call centers aren't great, but they usually pay a few dollars more than minimum wage. Windcrest had to annex part of San Antonio on the northeast side in order to get Rackspace. San Antonio had long let that area go downhill. Luckily, San Antonio revitalized Austin Hwy and looks to be in the process of revitalizing Perrin Beitel. Being that these are on the northern parts of town, those revitalization projects don't do any good for the east side. It would be nice to see some revitalization on the inner-westside next.

Most call center jobs start at 27K-30K so if a family has two people working them they are bringing in more than the median household income. With that said the NW side has all the call centers thanks to the vision of Westover Hills and wide open land.

good that they start on one of the nastier sides of town though, it needs a good makeover!
