Closest library to Stone Oak appears to be Brook Hollow. What a bummer.
District 9 (North Central council district which includes both of those library branches) Councilman Louis Rowe has stated recently that he plans to make building a new branch library in the district a priority while he's in office. The Bannwolf Library at Reagan suffers from limited availability as you described and Brook Hollow is a bit far from Stone Oak.

Yeah, Stone Oak area is brand new... if you went there as little as 10 years back, you'd see nothing but empty land there. Give it time for the basic amenities to settle in.
