You could also just wait until March 1st, when we can finally get rid of all inspection stickers. Inspections will still have to be done to register the cars, though.

What was the "fix it" ticket actually issued for?

I'm guessing his inspection sticker was already expired, and he was given until Feb. 8 to have the car inspected, so the judge can dismiss the ticket.

Technically, you cannot have any leaks either or it will fail.
System not working will not fail, but a leak or signs of a leak will fail. When turning the wheel the thing they are checking for is to make sure the tires/wheels do not rub on the fenders/steering components.

Re-read what Ged said. Ticket is for expired inspection sticker. OP can get ticket dropped if done before Feb 8. OP realizes he/she needs power steering fixed before inspection. Cop did not know or ask.

You are reading too much into this.

And that includes hoses, rack and pinion, and anywhere else a leak can occur in the power steering system.
A car equipped with power steering is much harder to turn when the power steering fails, compared to a car originally NOT equipped with power steering from the factory.

I suspect that any place that gets "dm'd" will have a sting operation done shortly thereafter.
