I'd like to help you Shenane but I am not that good. Somebody put me straight about Windcrest... I thought that it was an unsavory area. Is that supposed to change in the near future with the Rackspace?

Right of Way?
Really?? the kids in the street have the right of way to cars driving by. They don't have to move??

Actually, I was thinking about trying to wait a while because I read that they are planning on building affordable housing to along with this rackspace stuff. But I don't know how long it will be and things are going to great with my next door neighbor.

Pedestrians ALWAYS have the right of way. Yes, they have to move, but if you hit one because he/she didn't move or didn't move quick enough, you will find out quickly (from the police) that they actually had the right of way and you'll be spending some time at the Graybar Hotel.

I beg to differ.. a basketball court on a road does not equate to Kids having the right of way on a street because they are playing basketball on the street. If that were the case, then the signs would go up saying that this is a basketball court area and that we must yield to them. Out of respect the children playing on their basketball goals should move out of the way when they see a car approaching and let it through then continue to play once they are done. I can see that they dont stop playing while they are trying to make a specific goal but once that is done.. then move to the side and continue on..

What about the guy on Christmas day that killed the little girl on her new bike? He didn't even get ticketed. He said he couldn't see her. They did not press charges.

What about him? A lot depends on the circumstances. If it was clearly an accident (someone darting out quickly from between cars), then there would probably be no charges pressed. Put it this way, you cannot go around hitting people and claiming that you just "didn't see them".

I hear what you're saying, and they have to move (in reality, they would get hurt if they didn't move), but technically pedestrians ,in general, have the right of way. Isn't this basic knowledge in the Texas drivers' handbook.
It was where I learned to drive...25 years ago.  Maybe things are different here.
