according to this article, Giga should be available to Uverse subscribers as early as the 28th... Anyone in "the know" who can confirm this? If so, anyone know the monthly costs?

Kind of ticked at AT&T over this. When Google first announced they were looking at SA, AT&T was quick to follow up with an announcement that they were going to be rolling out Gigabit here and to 'stay tuned'. Better part of a year passed and Google announced we didn't make the cut - aboslutely nothing from AT&T other than a press release a few months prior that they were halting expansion of it's gigabit rollout - obstensibly because of net neutrality regulation concerns (AT&T Halts GigaPower Fiber Investment On Net Neutrality Fears T GOOGL - Investors.com).

Flash forward to last month's announcement the Google revisited SA and are now in the design phase of gigabit rollout. One month later AT&T announces they too are rolling it out and within two/three weeks of their announcement. This tells me they have been sitting on the capability and only moved because of a market threat. Why, why, why did they not make it available sooner - hell, most people would have paid a premium for the service (me included) after Google initially took SA off the table.

The real kicker is that I switched to TWC 300Mbps service last Tues because I could no longer justify paying the same for 1/10th of the bandwidth. Of course, AT&T makes its announcement on Fri.

So, is Google officially out?

I recently read somewhere that they are still coming to S.A.; is this not correct?

The opposite, Google officially announced fiber is coming to SA.

18 mbps maximum download speed "Max Plus" internet is the highest-speed U-verse service currently offered at my address. For DSL service, 3 mbps is the fastest I can get. I would assume bringing in gigapower would require major upgrades to AT&T's infrastructure in these areas.

requires fiber however some areas already have it. I have either 40 or 45 mbps currently.

Copper to the premises in my area, along with long loop distances, probably explains the speed limitations. It would be nice if AT&T could upgrade the infrastructure in these areas to provide competitive services.

I wonder if the area near Mico along 1283 has Fiber. They have AT&T signs up in Laurel Mountain Ranch.

They've been working on installation in my area(AT&T), Seaworld, for over a month. They should be finishing up the trunk lines by the end of next week and start running their lines behind houses. From someone I know that is in the know, Google will not be available for 2 years to the resident side of their service. They will be concentrating their services to the commercial user first. The first phase will be downtown.
